Recently, a customer of ours had the emails associated with their workflow stop sending. They had been sending successfully before and nothing had changed with the email account. After a we opened a case with Microsoft, we learned that there is a "known" issue with the Workflow 2.0 email engine (apparently still not fixed, even in the most recent version), where there is a common language runtime (CLR) memory leak in the .Net-based stored procedure that actually sends the email and, after around 1,000 emails being sent, the system will just stop trying. The workaround is to restart the SQL service.
